Enhance Step Sequencer and Sample Management

This commit improves the Step Sequencer by adding placeholder tracks when no tracks are loaded, enhancing user experience. It also refines the SampleManagementProvider to filter out unpublished sample packs and ensure only samples intended for sequencing are included. Additionally, it introduces a new loader for fetching all user sample packs, including empty ones, to streamline data management.
